BSG fills vacant roles, finalizes chartering guidelines and proposes an increased budget

At Wednesday night’s Bowdoin Student Government (BSG) meeting, members gathered in Mills Hall for one of the final assemblies of the academic year.
Following spring elections, BSG President Eisa Rafat ’25 and Vice President Elliot Ewell ’27 shared election results and filled vacant positions. Franco Ruocco ’27 was confirmed fall treasurer for the Class of 2027, and Raghad Mohamed ’27 was confirmed as programming director.
Following this was a discussion clarifying the existing ban on mass emailing in BSG campaigns, citing concerns over fairness. The assembly voted to table the topic until next week, when the draft of bylaws could be updated.
Vincent Chen ’27, chair of the Student Organizations Oversight Committee, renamed in BSG’s new constitution as the Treasury Chartering Commission, presented updated club chartering guidelines.
The guidelines, initially drafted in 2022, outline the evaluation process for new and returning clubs. Most of the content draws from existing policies, but a newly added section, developed with Director of Student Activities Nate Hintze, limits club sports to one competitive season per year.
“This wasn’t something we enforced in previous years,” Chen said. “But it’s a way to respond to budget constraints and protect funding for clubs that submit requests later in the year.”
Chen explained that the guidelines were not binding but did not specify how exceptions would be handled. These actions are part of a broader shift in how club funding is managed. The Student Activities Funding Committee, which was renamed the Treasury Funding Commission, announced in March that its budget had been exhausted earlier than usual and cut off club funding for the remainder of the academic year.
The assembly voted unanimously to approve the chartering guidelines. Rafat and Ewell also plan to meet with President Safa Zaki to advocate for increased long-term institutional support for student activities.
Chair of the Student Affairs Committee Harper Stevenson ’27 introduced a $100,857 budget proposal for BSG for the 2025–26 academic year—up from recent budgets in the $80,000 to $82,000 range. Hintze noted that the proposal brings funding closer to pre-Covid-19 levels.
The proposed budget includes continued funding for major campus programming like the Spring Gala and Ivies weekend, as well as newer initiatives, including the Portland Jetport shuttle system. An additional $10,000 is allocated to a proposal fund for student-led projects.
“We had so many committee members with great ideas, and it was challenging at times to want to support these ideas but not have the money,” Stevenson said.
The assembly approved the proposal. It will now move to the TFC for final review.
